American upgrades to the Pakistan Air Force’s F-16 programme were at the centre of controversy after External Affairs Minister S. According to the September 7 Defense Security Co-operation Agency press release, included in the $450 million package — the proposed contractor for which is Lockheed Martin — are technical and logistics services for follow-on support of Pakistan’s F-16 fleet. There is participation in several technical coordination groups, aircraft and engine hardware and software modifications and support, equipment support, manuals, precision measurement, and a range of related elements of aircraft maintenance.

As the Biden administration last week approved the sale of F-16- related equipment for an estimated cost of USD 450 million to Pakistan, India registered a strong protest with the US last week. The protest is learnt to have come in the form of a sharp rebuke delivered to US assistant secretary of state for south and central Asian affairs Donald Lu and focused on both substance and timing of the decision, TOI reported.
The package for Pakistan, which reversed the Trump administration's decision in 2018 to suspend such assistance to Islamabad, was announced while India was hosting top US officials, including Lu himself, for a US-India 2+2 Intersessional Meeting and Maritime Security Dialogue. Lu also led the US delegation in a Quad senior officials' meeting.
